Background Story

Clint Jackson was an up-and-coming high school athlete. He’d played football, taken karate, and taken gymnastics, and was planning to ride into college on an athletic scholarship. Unfortunately, Clint’s life took a turn for the tragic when his father, a single parent, died from an on-the-job accident at the steel mill where he worked. Clint was forced to take a job to pay rent, and attempted to finish high school on his own. Social Services placed him in foster care, and he bounced from home to home, and fell behind in his studies. Eventually, he quit high school and ran away from his latest foster home, convinced that he could care for himself better than they could.

He lived for a time on the streets, squatting in abandoned structures. He attempted to sing and play guitar for money, but his talents were lacking, and he learned a few criminal skills from some of the other homeless kids he’d met. This didn’t set well with him, so he eventually turned to donating plasma for money, and volunteering for medical experiments (mostly drug trials). From the money he earned from this, he could finally afford an efficiency apartment and some new clothes, and managed to get himself a job as a fry cook. But then, while pulling down a box of frozen burger patties from the top shelf of the restaurant’s walk-in freezer, he slipped and fell, breaking his leg. At the hospital, they X-Rayed his leg, and set it in a cast. Over the next few days, he began to feel a chronic, constant, low-grade pain throughout his body.

A few days later, his friend Wade found him, and asked if he could lay low in his apartment for a couple of days. He agreed, as Wade had helped him when he most needed it. That evening, Wade’s reason for laying low became clear, as four thugs tracked him to Clint’s apartment, intent on violence. Acting to defend his friend, Clint suddenly transformed into a giant, brutish monster, the plaster cast tearing off his leg. As he stood there, defending his friend, the break in his leg healed! From that moment on, Clint swore he’d use his new powers to make something more of his life, to help people who needed help. He christened himself “Brute” and set out to become a Hero.

The Omegas
Strategic Planning Document

Introduction: Director Balisong has done a superb job in putting together a skilled super-powered response team in the Omegas, and maintaining team cohesion through these difficult times, despite losses through injury, defection, and death. The Omegas have had incredible hardship, but have come through it tempered like steel. Director Balisong has kept the Omegas functional despite incredible setbacks, and she is to be commended. The remainder of this document serves, not as an indictment of the state of the team, but as a strategic plan to strengthen and improve upon the concrete foundation laid by Director Balisong, in order to more fully manifest the potential of this team.

Vision: To be the nation’s pre-eminent super-powered tactical response unit.

Mission: The Omegas are a state-sanctioned super-powered tactical response unit. Our mission is to provide effective rapid-response threat management to emergent situations in Century Station, in the nation, and globally, and to improve that ability through superior training, state-of-the-art equipment, reliable intelligence, and skillful asset management. Each of our operatives will be a highly capable, effective, and dependable agent, trained to respond appropriately to a wide variety of situations, to work independently and as an efficient team member, and to coordinate and liaise with local, federal, and international response agencies.

Strategic Plan: The Omegas plan to improve their performance holistically, through systemic improvements in team and asset management, primarily in the areas of recruitment, training, equipment, transport, and general support. In short, the Omegas should be treated as a stand-alone law enforcement agency, not reliant on CSPD for day-to-day operations.

Recruiting
It would behoove the Omegas to reduce recruitment of Legionnaires who may be unwilling to join as alternatives to incarceration, as willingness to serve provides a morale boost to effectiveness. While a remediation should still be available for Legionnaires through the Omegas, the main force should be comprised mostly of volunteers. The Omegas should focus on recruiting Legionnaires who volunteer to join, and enhanced law enforcement agents of Sector 10, CHIMERA, or outside law enforcement agencies. Similarly, The Omegas should have a dedicated staff for the purpose of forensics; vehicle, armory, and facility maintenance and improvements; medical; communications/intelligence; and administrative/public relations. All staff should undergo thorough background checks, and should be periodically re-vetted at random intervals.

OOC Comments
The Omegas should have a staff of named NPCs who take care of gear, and who are Hardware or Genius types – but noncombatant. Future characters rolled up should be less street, and more highly-trained [i.e., less like Brute]. I’m tired of having to convince characters to stay (Like Star Dancer) – if the player wants to stay, it shouldn’t be so damn hard to convince the character. We can fix this by tweaking character creation. You can still be a former criminal or whatever, but now you have to be a VOLUNTEER to the Omegas.

Recruiting can take place via active or passive recruiting: Active recruiting of Legionnaires we meet in our activities, or passively through advertising.

Agents should be trained beyond the current law enforcement level, and should have, in addition to basic training, a specialized MOS that enhances their role on the squad. Gaps in Agent training should be filled, and agents should be trained to a commando or SWAT level of skill.

OOC Comments
Current agents’ skill sets should be evaluated, and should undergo training to improve them – this can be accomplished through a variety of mechanisms including in-character learning such as training sessions, subsidized college or technical courses [which would need to be roleplayed out], secondary skills gained at every 3rd level, and EP expenditures

Equipment
The Omegas have long relied upon the Omega Suit – a piece of adaptive protective technology that conforms to the user’s special biology to provide versatile armor. This technology should be enhanced and expanded. Equipment relative to other functions should be readily available and reliable. Equipment should be maintained at a high quality by purpose-hired permanent staff.

OOC Comments
The Omegas should have ways to personalize their gear in order to maximize their field utility. Each agent could perhaps write a wishlist for gear which can be given out as special rewards in addition to or in lieu of experience points. This could also be an opportunity to incorporate tinkering into the campaign if desired

Similarly, Omegas should have dedicated hover vehicles, to provide the fastest possible response time. All Omega vehicles should be maintained at a high quality by purpose-hired permanent staff, and all Omega agents should be trained to pilot them.

OOC Comments
No more getting stuck in traffic, please. Give us anti-grav or VTOL troop transports or something, please. The helicopters are nice but require a large-ish LZ that hover vehicles don't require. This will also allow for easier transport to missions across the globe if such were to occur.

All Omega armor, gear, and vehicles should bear easily identifiable branding, to provide the Omegas with a publicly-recognizable image, which will assist with communication/public relations efforts. Omegas should have official legal credentials for identification as law enforcement officers.

OOC Comments
Omega Suits and gear should have a cool logo – designing such could be an EP contest, maybe? Having an identifiable brand is a must.


The Omega headquarters should be expanded with a sublevel or second level, to include forensic laboratories, an on-site infirmary, and workspaces for maintenance and R&D.

OOC Comments
Map-wise, this is adding another level to the base, with some workshops for PCs to build stuff if they want, and do other work. Budget-wise, this may be a harder sell – in order to really sell this, players with tinkering aspirations should come up with some ideas for projects they may want to work on. Technically, there should still be some budget for this, as, after working up the base as is and comparing it to the Rifter article on base construction, it looks as if there may be unspent points. I know you didn’t design HQ this way, but I think it provides a decent yardstick for comparison purposes. This would add the capability for Tinkering for those characters of a technical nature.

Support
In terms of General Support, the CSPD and CHIMERA have provided a baseline level of support without which the Omegas would not have been successful. This support should continue, and be expanded to include dedicated full-time staff, including forensics, medical, and communications officers. In order to maintain public trust, a Public Relations officer should be appointed. A small, dedicated Tactical support group in powered armor (4 or 5 agents) would be ideal to provide immediate operational support. The budgets for personnel, equipment, transport, and facilities should be expanded and made permanent. The Omegas should have permanent contacts with state and federal intelligence agencies, and should provide and receive ongoing intelligence updates relevant to current situations and missions.

OOC Comments
This is housekeeping stuff, but the budget thing could be a sticking point, and the Omegas might have to take on additional operations or functions to pay for this: public appearances for charity, loaning out to federal agencies for special missions, etc. The Omegas should also use asset forfeiture wherever possible to seize goods, money, and real estate from criminals, and to sell or position such to fund our own efforts. Perhaps oversight could pivot from local to national. For some of the facilities and personnel stuff, you can reference the article in Rifter 37 about super-headquarters [p. 35-40]. The intel stuff is more critical – so much of our crime database is sketchy, and Brute would like better access to state and federal crime databases in addition to CSPD. There’s a lot of guesswork in dealing with our villains and he wants to reduce that some.

These improvements will enable The Omegas to effectively respond to a wide-ranging variety of threats over a much larger geographical area.

Brute's Epic Journal

Mission 1: So... I'm keeping this journal, in case anything happens, and either we don't get home, or we do but I lose all memory of what's going down, or whatever. There should be some record.

If you find this, and I'm not around, I am (or was) Clint Jackson, leader of Century Station's Omega superhero team. Also known as Brute. If found, please return to Omega HQ, Retropolis, Century Station, Earth, the year 2043. Or as close as you can get it. Thanks.

So, here's what's happened today. Sentinel and I were in the corridor at Omega HQ, and were approached by a man we didn't recognize. I didn't question this - a failing on my part, I suppose - because Omega HQ has a decent-sized staff and fair security, so I assumed if he was there, it was because he was supposed to be. Maybe I was right, in a way. You probably can't tell, but I'm shrugging now.

He introduced himself, Luke or Lucky Halfrost - I didn't really catch his name. He had a bit of an accent - similar to Thunder Clap - only not deafeningly loud. Shook his hand - another mistake - and got a similar feeling of interdimensional travel, like when we portalled to fight the Spider Queen.

Instead of landing calf-deep in brackish water, we end up in this middle ages bar or tavern place. Turns out, the place was called The Vagabond Baker. Sentinel was with me, and about four others - two of them looking like refugees from Middle earth. Elves? Sentinel could speak their language, though.

Soon enough, our hosts arrived, and got outed as gods, when one of the elves asked about Ragnarok. Also, sentinel informed us he's the first emperor of China. So, pretty average day is what I'm saying. These gods begin telling us that Hel, the Goddess of Death, has aligned herself with Mechanoids and Splugorth and biowizards to build herself a new body to instigate Ragnarok. It all sounded terribly dangerous, I assure you. Our job will be to stop Hel building herself a new body.

I should probably take a moment to identify our enemies: Mechanoids - these are some kind of cybernetic life-form - they hate purely organic life and this is all some grand plan of theirs to wipe us all from existence. Splugorth - Monstrous, ugly wizards from another dimension. They want to enslave us all. Hel commands an army of Demons and Deevils, I'm told - similar to what we faced when rescuing Captain Neutron. Weaker, I hope. We'll see.

Our team, pulled from a variety of times and dimensions, it seems, were Sir Ronith, a knight from the future - about 350 years ahead of us, and in another dimension, I think. Tyral, a mage from a sort-of middle-ages era. Ronith and Tyral are elves - the full-on J.R.R. Tolkien pointy-eared variety. Marcus, another hero from the future, a doctor. John, a hero from the future, but another world in another dimension. And then Sentinel and myself. We were told we'd be transported to Bath, in England (but in the future) to plan and prep. Sentinel and myself made a number of overtures to attempt to gain knowledge or material we could bring back with us. John passed Sentinel a datapad of information and Marcus talked to him about some medical stuff. Cybernetics. I hope to also gain useful information or materials. At every opportunity I will attempt to gather photographic intel on my cellphone - I hope it survives the dimensional transit.

In any case... Soon we were loaded up onto a carriage drawn by some kind of mechanical/magical horse, and carried through Asgard to the Rainbow Bridge, to get to the waypoint in Bath.

However, no sooner did we arrive on the rainbow Bridge than a portal opened up, with about a dozen mechanoids streaming through. We jumped out of the carriage, and launched ourselves at the enemy. There were several on foot, and one flyer. I smashed through a fair number of them, and helped take down the flier. Afterward, we transported to Bath, England, plus 350 years, give or take. I just wanna stress again that I don't think I've gone crazy or been drugged. Hopefully, Sentinel can corroborate all of this - if we survive.

Once in Bath, we were given leave to provision ourselves before our mission. I elected to accompany Sir Ronith to the headquarters of the Knights of Vauxhall Cross, to enquire about their order. I learned that the Knights of Vauxhall Cross evolved from one of Britain's intelligence agencies - DI9, which handles psychic phenomena.

Following that meeting, we were called to meet outside the city, where the Ravens of Odin (no kidding) gave us magical weapons and armor (again, not kidding). I was given Yggdrasil Bark armor, which affixed to my Omega Suit, and changed form with it, to provide me magical protections against damage, and two pistols that shoot fireballs, as well as a compact ball of wire which, when tossed to the ground, unfolded like a spring into a wire horse which functions as transportation. Additionally, we were all presented with amulets to help us avoid detection on our mission.

We had a brief period of time for our wizards to enchant some items for later use, we suited up and proceeded through a portal to the realm of Hel. We rode for approximately half an hour on the wire horses, which were surprisingly strong and fast, and bore even an inexperienced rider like myself without problem. We coursed through Hel, with Birger leading the way, until we came to a tall tower.

Why is it wicked extradimensional queens and wanna-be goddesses like imposing towers so much? We dismounted and made our way inside, through to the central chamber, before our stealth talismans wore off. There we found a dozen or so demons, and a similar number of Mechanoids, guarding a huge mechanical monstrosity, suspended from the ceiling. The new body for the queen of the Dead.

As a joke, I suggested we pretend to be Hel's servants, and come in running and yelling 'Kill the Mechanoids for Hel!'... but Sentinel, Tyral, and Ronith put that plan into action. Tyral and Sentinel cast a number of enhancing spells on us - spells to make us faster, give us protections and make us invisible. Sentinel summoned an actual demon, and commanded it to shout something about metal traitors and attack the mechanoids. To our surprise, most of the demons bought the ruse, and all but a couple began attacking the mechanoids, who attacked them in return. During the confusion, I placed the receptors upon the Metztla body, and Sentinel read the scrolls, targeting the receptors, and destroying the body. Thereafter, we cleared the room of mechanoids and demons and beat a hasty retreat back to the exfil point as demon reinforcements arrived and pursued. Birger returned us to Bath, where we met Balder again.

Mission 2: Balder informed us we were not the only team pulled from various times and dimensions to stop the Mechanoid threat, and that at least one such team was aboard the Mechanoid mothership. Marcus and John were sent to deliver he videos of our encounter with Hel's Metztla body to the Splugorth, as evidence of their duplicity. The rest of us were transported by Balder to the mothership.

No time for intel gathering. Sentinel and Ronith scouted our environs once aboard, and Sentinel told me that Presence is also aboard. Around the corner from our location Ronith spotted a cadre of Mechanoids. Knowing our allies aboard the ship were on a mission, we figured it would be best to run interference for them, so Tyral and Sentinel cast spells on us again and we threw ourselves into battle. Sentinel banished a good third of them to some other place as Ronith and I took down the front line and turned our attention to the next set. During the fight, we happened across Presence, with another time-tossed hero, attempting to access the Mechanoid ship's transporter from a nearby console. We tried to fall back to that position, but the transporter array was nonfunctional.

Ronith, John, and I hammered away at the remaining Mechanoids, and Sentinel came through with a barrage of annihilation spells, similar to what was used to destroy the Metztla body in Hell, which disintegrated the Mechanoids and blew some fairly large holes in the corridor. Presence and her friend, Rocky, lit out to rejoin their group, attempting to blow the ship's energy matrix or something, and she asked us to hold the location where we were as a fallback location.

Shortly after, Presence radioed on Omega frequency to inform us the other team was successful, and the ship was going to blow. Birger opened a portal for us back to Asgard. We were greeted back at The Vagabond Baker by Odin himself, who gave us a celebratory feast and thanked us for our efforts, before returning us to our timestream.
